I need to know if the S4 has a setting somewhere where it will NOT connection to apps or on line unless there is wifi available?
Look at Mobile Data inside your menu--settings. It will list apps that have accessed your data. You can select each one you want to restrict background data. You can also restrict ALL background data for ALL apps as well.
