when traveling to another time zone, my Samsung Note 3 will not automatically update to local time? How can I resolve this?
I presume you have a setting for it:Settings | Date & time (select Automatic date & time, and Automatic time zone).
Turn off automatic time zone (that way the phone doesn't know what time zone it is in, and instead reverts to default time zone of what time you set) and you should be good to go
But the OP wants the phone to update to the new time-zone automatically....
Did I misread the intent behind the question?

I interpreted it as he wants it to stay the time of the time-zone he or she lives in not to where they travel to. I could be wrong.
