I just got the S6, I want to move some apps around but when I try to drag it to another panel it won't move.
Did you drag it all the way to the extent of the screen, so that the screen changes?
Maybe you only have 1 screen.
If you press and hold on a blank spot on your homescreen, you should see the other screens, and also a list of widgets and app icons.
