Is there an app that can show me phone numbers that come up restricted?

I just got a call from a restricted number. is there an app i can download that would show what number the person is calling me from after they called or when they call? i have no way of putting them on my restricted list since it is a blocked number.

No, if a number s restricted, blocked, or hidden there is no way to know.  You can use a myriad of apps (Play Store) that will block those restricted calls or send them to voicemail or simply pickup and hangup. Reference TrueCaller, Mr Number, others.
