Cortana comes with Windows 8.1 (even update 2). It's not a standalone app you can download and install; it part of the OS. If you swipe over to apps you don't see Cortana?

If it is missing you might need to do a hard reset.

Thank you for your answer. I did the hard reset this weekend and I've got Cortana now.
