Is there a way to enable fm radio functionality on the Samsung Note II?
If you have no FM Radio app pre-installed, it does not have FM Radio. Even if it did, it would most likely be disabled. There is no way to enable FM Radio on the phone. You can search in the bar at the top of the page to find many threads related to WHY it is not enabled. There is no free FM source. The only way I know to listen to local FM is via a data using app named TuneIn Radio, which I use for everything, but it does use data.
