Have you checked your settings on the phone to see if there are restrictions in place?
Microsoft pretty much put the limiter on downloading large files over data; their way of protecting users from blowing through there data allotment instead of giving a user a choice. You pretty much stuck on wifi if you want to download maps to your device.
