Can the LG Revere 3 VN170 Flip Phone convert a voice dictated message and send it as a text message?

A member of my family has a LG Revere 3 VN170 Flip Phone and was wondering if the phone can convert a voice message into a text message that can be sent? If not does LG have a flip phone that can do that or would she have to get a smart phone that has that feature?
