You cannot. The hardware is either missing or not connected. Search the forums for "FM Radio" and you will find many threads as to why Verizon does not feature this option.
There was an FM tuner app that worked well on the Bionic, but once the phone was updated to the Jelly Bean OS, the ability to use the app was removed.
