I decided to try the Visual Voice Mail last weekend on my Droid Maxx. A week later, I still have the spinner and "Setting Up Visual Voice Mail. Please wait." Tried powering down, no change. Any ideas?
Go into settings and find your application manager and then find your voicemail app and delete the cache and delete the data of the app and restart your device and try to set it up again.

Worked for me too! Clear cache and clear data. Thanks, cuz there are a LOT of similar posts for this problem but nobody, including VZW support says to clear the DATA. Only the cache.
