Can't connect with prepaid sim in Japan

My Verizon Galaxy S5 will not recognize a Japanese prepaid sim card, even though I've configured a new APN (tried several groups of settings). I've seen posts elsewhere from last year that say Verizon will not allow this sim to work. Is this still true, am I basically out $50 and without access other than wireless? It's supposed to be unlocked, so i don't think that's the problem. I'm not about to pay VZN's prices for international usage. Any feedback is appreciated.

Hope you are having a great time in Japan Baycyn. We want you to receive the best value for you usage while traveling. We do not lock our 4G LTE devices, and no code is needed to program them for use with another carrier. However, the phone would need to be compatible with the international carrier in order for it to work http://vz.to/1BKUG62 . I would suggest contact your local carrier for assistance.

Thanks for your response. The card says it's for LTE/3G (w-CDMA/HSPA) devices so it seems like it should work. I will contact the local company and see what they say.
