I have Wi-Fi at home and want to use my phone when I am not at home. Can I sync my phone and use my Wi-Fi when "not in range"?

No. Wifi is limited to the strength of the antenna on your wireless router.
There are many open wifi hotspots in most metro areas, or even suburban or semi-rural towns. Stores, shopping centers, libraries, hospitals - most have free wifi available.
