Why am I getting popup adds for apps?

Randomly the google play will have a pop up for an app, it is not the same app all the time,and completely random. have checked running apps, uninstalled and did factory reset.. help! any ideas on what would be causing this? It has been happening since i got the phone about 2 months ago

Samsung advertising space. Nothing to do with any carrier or Google for that matter.

You also have to consider some of these advertising things you are getting is from free apps you've downloaded so they can generate revenue.
