does it go against my usage when i connect to my home wireless internet (from cox), even though vz access mgr is shut off?
If you're using WiFi then no, it will not count against your 5GB allowance. So having VZ Access manager shutdown is a good thing, makes sure you're not connecting to VZW's network.
