I am now having this issue, I updated to the latest System Update this morning. G900VVRU2BPB1. Now cannot make a call from my phone.
Verizon couldn't fix the problem. I had to back everything up and reset my phone to the factory settings. After that you reinstall from the cloud. It was a pain in the ass. I lost all of my apps, ring tone and calendar but it worked.
Well for some strange reason, deleting some old voice mails seems to have fixed my issue. I tried all the other steps of clearing the cache, etc. and none seemed to help. Hope this helps somebody else.
