Is there a Android 5.1x update for the Samsung S4?

My wife switched over to an LG V10 for her phone. I did a hard factory reset on her old S4 about a week ago and everything is fine on it. I plan to send it overseas to a relative working in Israel, but one thing bothers me: the phone has Android 4.4.2. Furthermore, every time I try to see if there is a later version available, the message says "Software update is currently unavailable".

Does anyone have any ideas why it's not checking at all? It should still check even if there is not a phone number tied to the phone at the moment (I would hope).

I believe you need a phone number from Verizon to get OS updates from them. My S4 says "Your software is up to date" when I try and do an update. That said why don't you switch your phones on your wifte line, do the update which is Android 5.0 and after its done, switch back the phones.
