You have to ask your carrier. Some CDMA carriers don't allow you to activate a phone they didn't sell themselves. You also need an unlock code. Verizon gives them out for free if you're a customer, but if you're not then you need to buy one somewhere. There are online services offering unlock codes for a fee, but many are scammers.
