How can I move my iPad mini 2 to it's own prepaid data plan?

As the title states, I'd like to move my iPad mini 2 to it's own prepaid plan. How do I go about doing this?

If the tablet is out of contract, just go to a corporate store and ask to move it to a data only plan.

typically this requires a new SIM card.
