How can I get 4G mobile data to turn off completely?

When trying to use Wi-Fi, I turn off the mobile data, and click on the Wi-Fi. However, the 4G icon remains, just not active. The Wi-Fi shows it's connected, and in settings it shows it's connected.

However, when trying to browse there is an error... no internet available. If I turn both off (mobile data and Wi-Fi) and then reboot the device, then the mobile data icon shows 4G to be inactive (has slash thru it). Activating Wi-Fi now works so I can browse.

Do I have to reboot device just to get mobile data to turn off?

We want to make sure that you are able to browse seemlessly on your device. When you disable the mobile data, your wifi should definitely work without having to reboot your device. How long has this been going on? Have you ever been successful with turning off your mobile data and browsing the wifi without turning off your phone?
