Can I use an Italian SIM while travelling if I am still paying off my phone?

Good morning,

I purchased a Galaxy S7 Edge back in November and I am paying it off in monthly installments. I have two questions as I am still paying off my phone:

1. Is my phone unlocked even though I am still paying it off?
2. If yes, will a SIM card from Italy (Rome to be exact) work in my phone?

I greatly appreciate any insight you can provide.
