S6 Edge Calls won't ring through

I have a Samsung S6 Edge. Some calls ring through, while others don't. I have checked "do not disturb", it is not on. I have dialed *73. It is not forwarded. I am also not in airplane mode. I have "Reset Network Settings". I have also done a complete factory reset on my phone. Some calls still are sent to voicemail after two rings on the caller's end. I should also mention that I HAVE paid my bill. What should my next step be?
