Announcement 19 then announcement 4 when calling someone

I’ve been getting a message that says “welcome to Verizon Wireless, the number you have dialed has calling restrictions that have prevented the completion of your call Announcement 19” when going to call one specific person. Right after that I get a message that says “your call cannot be completed as dialed please check the number and try again announcement 4” I am able to make phone calls to other people just fine. How can this issue be resolved?

If it's only one number, my guess is that person has blocked you from calling them.

I’ve done *67 before dialing the number and still got that announcement 19 then announcement 4, so I don’t think that’s the issue

A lot of people also have their phones set to reject all calls from anonymous numbers, so using *67 to hide your number can be causing the same problem in a different way.

Besides the other person outright blocking your number, they could also have their phone in Do Not Disturb mode, or possibly their phone has been disconnected.  Or their phone isn't getting any service, so your calls can't go through.

I also heard not paying a cell phone bill can cause that issue too
