Extremely slow download speed

I have an IPhone 15 plus max. My cell phone speed on what is supposed to be 4G but it’s LTE is between .38 to 2.8. mbps. Verizon can’t figure out why it’s so slow and not showing 4G. Congestion can play a part but still should not be that slow. They suggested I upgrade my plan to 5G unlimited ultra and said that would fix the problem because I would get priority over anyone else so I did as they suggested. Still don’t have even 4G on my phone only LTE and the speed is now between 2.43 to 4.44 which is absolutely ridiculous. So I now pay $40 more a month for still extremely slow speed even though I was told upgrading my plan would fix the problem. Well IT HASEN’T FIXED IT!!!

It's a very technical discussion which even I don't understand completely, but for all practical purposes, LTE is 4G. Depending on the device, you may see the icon "4G" with tiny "LTE" letters on the right side displayed - this is the Verizon icon for LTE service - or it may only say LTE if the Verizon icon isn't displaying for whatever reason.
As for why you can't get 5G even on Unlimited Ultimate, have you checked your network settings to see if it's on "5G Auto"? If it is set at "LTE" then your iPhone will only use LTE. If you have it set on "5G On" then it will only use 5G (can be a problem if 5G isn't good where you are).
If your neighborhood doesn't have 5G or 5G UW service, then LTE is all you will get no matter what plan you have. Or if you used to live somewhere which didn't have 5G or 5G UW service but now you moved to a place which does, or Verizon has brought in 5G/5G UW service, your account may need to be reprovisioned so you can use all the available spectrum and/or you might need a new eSIM.
5G and 5G UW especially do not have much of a distance range. If you are more than 2-3 miles away from the nearest 5G tower, you're out of luck. There are other factors which can impede reception, forcing your phone to drop back to LTE.

And by the way, my daughter has T-Mobile and gets UW 5G without any problems and the cost way less than what I pay for version. She has an iPhone13 I have an iPhone15pro max

Has tech support switched out your eSIM? Someone else said their new iPhone was acting up and barely had service until their eSIM was replaced. There may be some kind of syncing issue or other tweaking which needs to be done with your account if you are unable to pick up 5G or what you're getting is that slow (less than 5Mbps down isn't 5G).
Customers on Unlimited Ultimate have the best tower priority, which is one of the reasons why it costs the most. If you can get 5G to appear when you walk a little ways outside, you're not in a rural area, but depending on where the 5G tower(s) are, you could still be outside the distance range for picking up good 5G signal.
If all else fails and your daughter has great service with another provider at your house, it's time to port.

When I spoke to a representative at Verizon with tier 2, he said that I should be showing 4G not LTE or LTE and 4G together but not just LTE. We went through all the settings to make sure that everything you mentioned was set up correctly on my phone and it was all good. We did discover that I hadn’t done the newest update so he suggested doing that because he had no other suggestions on what the issue was and said he would call me back once it was done and we would check the speed. Well he called me back and it was taking so long to download the update he had to call me back again still not done. He said he would call me back again in 15 minutes but I never heard from him again. The update did not improve the speed. I can go around the corner from my house and get 5G but can’t even get 4G. He also suggested I go outside to see if it was any better and I actually got higher speed in my house than outside my house and I don’t have home Wi-Fi. Why would I be told if I upgrade my plan it would fix the problem if that is not the case? That’s totally messed up!

It’s been almost a week and theissue is still not fixed. I’ve reached out several times the last time being yesterday and I was told I would receive a call back between 6 and 630 and never heard from anybody.
