Resolving Announcement 19

I have been unable to send or receive calls for two weeks now, both in and out just getting announcement 19.  Several interactions with Verizon reps have been unable to resolve this issue.   I did discover a post here that seems to be about exactly this problem and how to solve it:  https://community.verizon.com/t5/Prepaid/Announcement-19-Call-Restrictions-Solution/m-p/1774897 

How do i get a Verizon agent to perform this on my account?  I can't call for support because being unable to call is the problem.  The My Verizon "chat" support button just goes into infinite circle and no one responds to my support requests.
