Service bar fluctuating - no service

My daughter has a Galaxy S[phone number removed per the Verizon Terms of Service]G (UI 5.1, Android version 13) - for the last couple of days, her service bar visibly goes up and down from 4 bars to zero. Even when she has 1 or 2 bars, she is still unable to make or receive phone calls, texts, use apps or any data functions.
Switching to and from airplane does nothing, nor does restarting the phone. Software is up to date. This is happening in all locations, not just home.
I've seen several posts about this on support page - the only solutions by Verizon were "we are sending you a Private Message".

We can take a look at your concern regarding your daughter's device. Does this happen in a certain location? Is the device on the latest update? ~Peter

Yeah, I don't know why the forum software has been removing sequences of numbers lately; even things which aren't phone numbers get auto-edited. The "S Twenty - Five G" is nearly 5 years old and a discontinued phone...with what you're describing, it's either that it's not working well with current network technology or the hardware in the phone is going out. The current Android version is Android 14 (Android 15 is coming out in a few more months if I have it correct) and UI 6.1.
I'm not a Verizon employee, just another customer trying to help.
