If the speeds in some areas are that good, it's because mmWave spectrum was introduced there. The downside of high-band 5G is the radio waves don't travel very far at all (I've read ~1500 feet elsewhere). When you get outside of that range, you'd be picking up some other spectrum. Low-band 5G will run in the same speed range as LTE. If your neighborhood falls outside of the 5G coverage area, then you'll get LTE.
Another potential cause for data speed being slower is network congestion...if your speeds pick up late at night, then heavy traffic on the towers is factoring into your speeds.
