New iPhone purchase in UK London to activate on existing Verizon Wireless account?

Can I purchase new iPhone in UK London Apple Store to activate on existing Verizon Wireless account? My daughter's number is currently suspended as her iPhone was stolen in London. Looking into having her purchase new iPhone in London Apple Store to activate on her existing Verizon Wireless phone number account.  Is this possible? Can Verizon Wireless provide activation support overseas?

Resolution Update: By partnering with support we confirmed that to activate a device with Verizon service you do need to be in the United States. The device needs to connect to our network to be properly activated, as when you’re aboard you’re not on your network but on one we’ve partnered with to provide international service.
