I purchased a 15 pro max from Facebook market place a year ago and it had Verizon sim installed in it. According to the policy the phone should be unlocked after 15 days but it's been a year and phone is still locked to Verizon. Kindly help me out on this

You need to get a refund from the seller. Verizon's device unlocking policy states that the device must be used on Verizon for at least 60 days and then it automatically unlocks. However, there are ways to make a phone look like it's unlocked, but it isn't, and trying to use the phone then causes it to permanently lock.

Unless you know the original owner or can contact them, you're still out of luck because I suspect the original owner is going to have to find out what is wrong with the phone. I personally don't recommend buying phones from anywhere other than directly from the manufacturer or from a carrier if you don't mind having a carrier phone instead of an unlocked one, because of the huge number of threads I've seen like yours.
