Activating a new phone at the Apple Store (Not the account owner)

I tried to trade in my existing phone at the Apple Store and activate a new one, but I couldn’t complete the activation during the process. Even though I visited the store with the account owner, there was no way to resolve the issue and proceed with the exchange.

I’m planning to visit Verizon soon to figure this out.

It doesn’t make sense that a customer needs the carrier's approval just to switch phones. If it were a credit issue, that might be understandable, but my income and credit level were already reviewed and approved when I got the Apple Card. Yet, the process of switching phones seems unnecessarily complicated.

Do you have any solutions?
