I bought my phone from Amazon 12 months ago on the verizon network and the new card service did not work in my country, so I waited after the end of the year to work and I found that my phone is still on the version network without right, so I am the owner of the device by law! There is someone else who bought the device before me from verizon and did not pay for the device, so it is not my problem. I bought the phone and with the purchase bills, the shipping company, and all the data, what should I do,

Amazon is typically pretty good about refunding your money if something goes wrong. If you were meaning to buy an unlocked phone or the seller said it was unlocked, then I would file a complaint with either the seller or with Amazon as they did not send you the right item. Unfortunately, this is a pretty common problem with buying phones through 3rd party sources because a lot of times the sellers aren't vetting the history of the devices (or they may be intentionally trying to dump shady goods).
Blacklisted phones can't be un-blacklisted except by the original owner, and you are not the first buyer, so there is not a way to get it to work.
