An iPad runs using data only and doesn't do voice calls (although you can video call). If you were to transfer the SIM from the iPad to an iPhone, then the phone would not have full functionality.

No. The SIM card and the line of service associated with the iPad isn't provisioned as a wireless phone line and is a data only line. It won't work for voice calls and text messages. You either need a new SIM and the line has to be reconfigured to a voice line.
