False Report of "All of the Service Is Suspended Due to Device Reported Stolen/Lost"

I landed in LA this month, with a Verizon SIM card which was bought from a Verizon Agency in China inserted on the plane. It was said "iPhone is not Activated", and I could not dial a number or use the cellular. Methods including Reset Network Settings, Re-insert the SIM card, Restart the Phone did not work.
Then I asked the Verizon Agency in China to contact with the technical support staff in US, the feedback was "All of the service is suspended due to Device reported stolen/lost". That was ridiculous. I bought this iPhone in an official Apple Store in Macao, and still kept the electronic receipt. Further more, I had used a Verizon SIM card in Hawaii this February, ererything went well at that time. How should it be reported stolen or lost?
In case of unable to call anyone, I contaced with APPLE company when I was back to China, they said they didn't do anything with my device. (p.s. My iPhone worked well in China.)
Now the problem fell into a paradox. How to solve it?!
