Long delay for voicemail greeting due to wifi calling

Anyone hear a long period of silence when you or someone else calls your iPhone after being powered off with wifi calling enabled? If I power my iPhone 14 off with wifi calling enabled (carrier identifier showing VZW WIFI) then call the iPhone number the voicemail greeting takes at least 30 seconds with no ringing sound. Sometimes voicemail never answers and there's a busy signal after about a minute. Most callers would assume somethng is wrong and not wait through 30 seconds of silence to leave a message. If the phone is powered off with wifi calling not enabled or wifi off then a caller hears the voicemail greeting almost immediately. I tested with an android phone and it works as it should even when powered off with wifi calling enabled. Seems the iPhone does not give the signal that the phone is going offline when wifi calling is enabled or it's not constantly pinging the network like when on cellular network. Apple tech support had no idea, just had me do the usual updates and resets which did not help. Maybe I'm the only one that ever powers an iPhone off with wifi calling enabled and cares if I get voicemails or not. I know there's an obvious workaround but I use wiif calling every day. Thanks for any ideas or others experience with this.
