Need a Verizon supervisor

I’ve called 8 times now to resolve an issue and have cumulatively spent more than 5 hours in this issue. Each time I’ve called I’ve been assured it has been handled.

Guess what? Hasn’t been.

I am at my wits end. Does this mean I just need to file a complaint with the FCC to get this resolved?
