New Iphone 13 Pro Max Green from Target Verizon won't unlock well past 60 days

Hello,
I purchased a new Iphone 13 Pro Max in Green 256gb from Target Cash. I was anxious to test the phone so I put in a Verizon sim card that was active on my account, at the time I wasn't aware of the automatic 60 days lock. So I waited patiently for that to pass, afterwards there was no unlock. I have spent the better part of 1 month calling everyday to try to get this revolved to no avail. I'm being told ridiculous things like Target locked my phone etc, which they did not. I need the phone for a business account I have, which has an activation dashboard, and it states that the phone (via IMEI) is carrier locked by Verizon. The phone iteself reports a SIM Lock by Verizon.
At this point 42 hours have been wasted, thousands of dollars in related damages, and various breeches of FCC policy. Aside from throwing the phone away and running to Costco to buy a 15, since the 13 Pro Max is not really widely available new, what can be done?

Still locked after additional calls.

I still haven't got help on this matter the phone is still illegally locked at 70 days.

Hello, tingtingandrew. Please be sure to check out our Device Unlocking Policy as it provides all the requirements on unlocking a device. I see you stated you got the phone from Target. Is it currently listed on an active Verizon account during these 60 days?
