To enable SMS on an iPhone, you can do the following:
Open the Settings app
Tap Apps
Tap Messages
Turn on Send as Text Message
What Is SMS on the iPhone?
When this feature is enabled, your iPhone will automatically send messages as SMS when iMessage is unavailable. Messages sent using SMS will appear as green bubbles in the Messages app, while iMessages appear as blue bubbles.
If you're having trouble sending or receiving messages, you can try these steps:
Update your device to the latest version of iOS
Make sure your phone line is turned on
If you use multiple SIMs, make sure the phone number you want to use is selected and turned on

If it is only short code texts you're not getting, make sure you have SMS enabled on your iPhone. If the problem persists even after your port has finalized, then a Verizon tech needs to run their SMS diagnostic tool; I forgot exactly what it is, but it is something on Verizon's side which needs to be fixed.
