Old account closed phone in collections

I had financial troubles medical related. My new 12 pro max account was put into collections and it seems I can not give the phone for someone to use on his Verizon account . Am I missing some options here? They don’t say weather since he is also Verizon that if he pars a certain amount they will do it . They just claim it basically trash. I don’t totally trust the stores sales people And I was able to get the new 14vp m but still have no answer on weather there are options for the phone to be unlocked and turned on for another customer.
I can do one more second or the ‘easier’ automated phone promos and they never offer options to speak to anything having to do with old account re activation.

I'm sorry yo hear you had a medical issue. If a device is suspended for a payment issues it is unable to be unlocked by that Carrier until the past due balance has been paid. -Joe

Even if it shows as Activated, Unlocked and Clean?

Great question, The_Hermit. The device cannot be used for a different person until all financial obligations are paid in full.

Well I gave it to an elder family friend who had little more than a landline to use incase he needed help.
like say he fell in a room that the phone wasn’t in.
it showed clear, he called and had a working cellphone in under 5 min.
only thing he paid was for the service and whatever fees Verizon charges for the blessing of being able to give them money every month. Think total was in the $100 ish range.
‘They said whoever bought the debt either had it locked and being 2 years old may have sold it off or maybe never locked it to begin with.
Anyway, at least a new 12Pro Max didn’t go to the landfill and instead is making an old man happy and feeling safe.
