Long story short...RUN!
The phone won't unlock itself if it's not being used on Verizon and won't work anywhere else.

If you're a Verizon customer and don't plan on going anywhere, then it's not an issue. However, buying a locked phone from some 3rd party seller can be treacherous because the phone may never unlock. You also don't know if the phone was stolen during shipment to someone else, and is therefore blacklisted.
I'm not a Verizon employee, just another customer trying to help.
