If your sister was the first owner of the phone, you need to contact her because she will have to work with Verizon on getting the phone unlocked. Verizon's device unlocking policy states that devices must be activated and used on Verizon's network for 60 days and then they should automatically unlock. If your sister didn't use the phone for long enough or it was never activated on Verizon, then it will not unlock.

my sister used it and it was registered with Verizon.. she called there and they told her it was unlocked.. although in the settings it says it is blocked.. and it doesn't accept the sim car

Your sister may have to file a complaint with the FCC if the phone is still locked. Unless...there were some "modifications" done to the phone sometime in the past? We're not allowed to talk about such things in detail here because it's against the forum rules, but if the phone's been messed with, can cause it to become permanently locked.

She called the office and was told that they saw that the phone was unlocked for all operators. And in the phone's settings, it is written that the card is blocked
