How much to remove sim lock from devices purchased at Best Buy or Walmart but shipped to another country or state that doesn’t use Verizon . Where do I check the Imei if the device is eligible for unlock or not

Last time I checked, Verizon has a policy in place to allow Verizon branded phones to be SIM unlocked after the phone has been used on the Verizon network for a minimum of 90 days. The policy is in place for the exact description of your post no matter if the phones were purchased legally or not.

The current device unlocking policy states that said devices must be activated and used on the Verizon network for 60 days and then they will automatically unlock. However, I've seen quite a few posts from people who bought Verizon phones at a 3rd party retailer and their phone won't unlock. It sounds like some kind of disconnect with Verizon's system not having the phones properly registered or something proving one is the rightful owner. If this is your situation, the only thing I can suggest is to get all the paper evidence you possibly can to prove you bought your phone legitimately and that you are the only owner, and try filing a complaint with the FCC.
If, however, you bought a Verizon phone thinking it was going to unlock itself if you waited long enough and you're outside of the US...you're out of luck and need to try to get a refund from whomever you bought the phone from.
