Total Number of Voicemails well beyond expected

Hello:

I am here to ask an admittedly odd question.  I was attempting to help my friend (another Verizon wireless customer using an iPhone 13) try to fill up their voicemail box.  They specifically wanted people calling them to hear that the voicemail box was full, not that the voicemail was not set up.  Given what I read online and on the Verizon website, I thought that the mailbox would top out at 40 messages.  However, after calling them and leaving over 60 two minute long messages, it was still letting me leave more voicemails.

Now, this is where things get more complicated: I tried sending a direct voicemail to voicemail messages (*86 and then using menu option 2) and see if this would work.  I was able to do this three times successfully, leaving a three minute voicemail each time (which they confirmed by saying they received notifications for three new voicemails at three minutes each) but after that, every time I attempted a voicemail to voicemail message, I received a voicemail myself saying that my message was not successfully delivered.  Figuring this meant my friend's mailbox was finally full, I called them, only to be greeted with the standard voicemail intro after the requisite number of rings, asking me to leave a message at the tone.  We were both confused, but kept trying to fill up the mailbox.  After another 100 two minute long attempts, with my friend receiving all the new voicemail notifications, we stopped trying.

To make matters more complicated, a mutual friend of ours whose service provider is not Verizon (three letters and a special character, beginning with an "A") called my friend and was informed that my friend's voicemail box was full.  Thinking we had finally done it, I called my friend again to check, and it was still letting me leave them voicemails.  We had another person who had service with a third service provider call my friend, thinking that it was telling non-Verizon customers that my friend's mailbox was full, but that friend was able to leave a voicemail as well.

So, I was hoping anyone here can explain exactly what is going on here, why I was able to leave over 160 voicemails on my friends voicemail box (when it should have topped out at 40), why that one non-Verizon friend was told the box was full while another non-Verizon friend was able to leave a  message, and what we  have to do to finally fill that voicemail box.

A few notes:

My friend swears that at no point did they delete any voicemails while we were working on this.

None of the other two service providers that our other friends use appear associated with Verizon.

I am using an Android phone.
