US reseller flex policy

Hi,
I just purchased a new sealed iphone 16 pro max on ebay, when i checked it's imei etc., it mentioned a "4000-US reseller flex policy/sim locked"
Although the seller confirmed it's fully unlocked as the phone is still sealed and wasn't activated with any carrier still.
If i purchased Verizon prepaid plan for a month or 2, can you unlock the phone after that so i can use it internationally?
Or this phone can only be used in the US market even after unlocking it?

Thx Lauren for your assistance, read the policy however i believe this phone wasn't purchased from Verizon.
Policy said if it was purchased from Verizon and fully paid for, so not sure about that.

Devices purchased from Verizon unlock following our policy found at https://www.verizon.com/about/consumer-safety/device-unlocking-policy
We are not able to unlock a device that was sold by the reseller. You'd have to contact the reseller if that lock is still in place. Once removed, we'd be happy to help get service set up.

I would get a refund from the seller. The phone is obviously not unlocked and they were telling you it was. Personally, I believe 3rd party sites such as eBay or Facebook aren't good places to buy phones because you don't know what you're getting. It is possible the phone was tampered with and is permanently locked.
I'm not a Verizon employee, just another customer trying to help.
