Unable to transfer esim

every time I try to transfer line to my new phone it says I am ineligible for a transfer. From iPhone 13 Pro Max to iPhone 16 pro max. I tried to go into my settings and make my sim an eSIM and it will not allow me.

I'm having the same issue today. I think they know that they have a problem they just not telling the customer making us believe it's another problem when it's them.

When did the issue start? What recent changes have you made? Aside from the activation dilemma, any other problems?

What if you just get a completely new eSIM for the new iPhone 16, instead of copying your old SIM into eSIM format to transfer it? Maybe there's something going wrong with copying the file.
I'm not a Verizon employee, just another customer trying to help.
