Are you currently a Verizon customer? Verizon's device unlocking policy says you must use the phone on Verizon for 60 days, and then it automatically unlocks.
If you are not a Verizon customer and your phone is locked to Verizon, then you've been burned by someone who sold you a locked phone. Whatever that internet site is, it also sounds shady and not to be trusted.

No, I don't. Your problem is very common, and not just with Verizon phones. It can be any carrier. I suspect the phone was tampered with before you bought it, and then some software update or something triggered the carrier software to permanently lock the phone.
