Wifi Calling in Airplane Mode Iphone 14 Max

Until recently I have always been able to turn airplane mode on when working from home to ensure the ability to make and receive calls because of a weak cell signal. Now when attempting this I get a message that I must turn off the airplane mode feature. I work from home with no land line so this is a feature that I must have.

I have heard that you can turn on Wi-Fi and Wi-Fi calling after enabling airplane mode, but seems like you could just turn on Wi-Fi without enabling the airplane mode and the phone will then switch to Wi-Fi? If your phone is using Wi-Fi, it shouldn't be using cellular service except for 911 calls.
