iPad Pro M4 eSIM unlock

Hello.
Recently I bought an iPad Pro 11 m4 on “avito” (Russian kind of marketplace) and cannot activate any eSIM. Checked IMEI and it says “unpaid bills” and “clean” on Verizon but “blacklisted” on all other carriers check.
is it any way to unlock eSIM usage? I live in Russia and was going to use it with local carrier. iPad won’t ever gonna be in US and no American carrier will be used with it.

You have a great question denny88. Where it was not purchased from Verizon, we do not have options to unlock or remove from negative list. I recommend contacting the seller for refund. I hate to hear you were sold a device that could not be activated. Do you have any additional Verizon questoins I can answer?

I’m pretty sure it was originally bought directly from verizon, because it has verizon esim installed in it.
