iPhone 14 Max -- Call Merging and Conference Call Function Not Working -- Can't Add a Call

Please help me. I have an iPhone 14 Max. It appears that I can't add a call when I am on a call with someone else. I disabled WiFi calling, and that didn't help. I enabled WiFi calling, and that didn't help.
I don't know when the problem started. It may have been happening when I first acquired the phone.
I went to a Verizon store, and they seemed to be able to add a call, but now it doesn't work.
I can't call Customer Service because I need to keep the line open. Moreover, they suggest calling from another number when trying to troubleshoot the phone.
Please help me!

Have you tried looking elsewhere on the internet or asking Apple Support about why the conference call function isn't quite working?
[update] Google says that some aspects of conference calling might not work if the call is on VoLTE, which Verizon uses for plain voice calls. It may also not work if you are on WiFi Calling, but that would depend more on how your ISP is running WiFi calls?
I'm not a Verizon employee, just another customer trying to help.
