iPhone 16 Not Registering Phone Calls or Voicemails

My iPhone 16 Pro is not receiving phone calls or voicemails. It has a dual sim and it happens on both lines, regardless of my signal strength, location, wifi connection, etc. I have tried resetting network settings, turning off call blocking and filtering, etc. I've had several people tell me that when they call, it goes straight to voicemail and if they leave a voicemail, the notification doesn't show up on my phone until several hours later, if at all. I went into my Verizon account's usage history to try to see if the calls are registering in the system and they are not, there's even some text messages missing. To test this, I tried calling my phone from my work number, which I have saved as a contact, and the same thing occurred. No notifications for a missed call, voicemail, or registered calls in my minutes usage. I also randomly won't receive short code text messages for up to several hours after they're sent, which prevents me from logging into this. This leads me to believe that this is a Verizon issue, not an iphone problem and I'm on the verge of just switching carriers if it can't be fixed.
