iPhone 16 Verizon Locked

Hello! Recently bought an iPhone (Model: Apple Inc Apple iPhone 16 (A3081)) from a third-party shop, it appeared to be locked to Verizon network. I found it out from the site imeicheck.com, the phone is not open and not activated yet. I’m from Latvia, don’t live in US and don’t use any American carriers. IMEI is clean, imeicheck.com shows that the phone is locked:

Sim-Lock: Locked
If it is Activation lock, then can I activate it with Verizon SIM and then use with my local Latvain carrier? Or it doesn’t work that wat?

Hello, you need to get your money back. This phone will not work with any other carrier besides Verizon, and Verizon's network is only in the US. The device unlocking policy says it must be used on Verizon for 60 days before it will unlock.
The phone was probably stolen while being shipped to someone, and then disposed of overseas. Unfortunately, this happens a lot.
I'm not a Verizon employee, just another customer trying to help.
