Contract Buyout

I have had multiple chats and calls regarding the reimbursement for a buyout fee that I paid Direct TV to switch over to  Fios.    Today alone,  I was in a the middle of a chat and  disconnected twice.  I was told Verizon would cover the fee.  There is a  form that is impossible to fill out.  It constantly freezes.  I would not have switched over had I known this was going to be an issue.
